Howlgard, despite being politically independent of SimNation, still relies on the larger country for multiple reasons. For example, since Howlgard lacks a military, it is guarded by that of SimNation, and so SimNation owns the local military base. As such, Howlgard is sometimes considered a protectorate of SimNation.
