It is certain and everybody knows that Buck Oakley never has been and never will be a cat person. Buck really needs some friends, and he probably wants some, but he never makes the effort to try and make another Sim actually like him.
 
Buck is also found in the Sims 3, to get him, make one of your dogs woohoo with 5 other dogs on 5 other lots. He then will appear, as a ghost.
