Technical name?

Is there any technical name of this neighborhood? The current name sounds conjectural and it's discouraged to name a title like that. Unless, of course, that's how the game interpret this neighborhood like the stealth hoods in TS2 (Exotic Destinations, Pets (neighborhood), Weather (neighborhood), etc.). Can anyone clarify this? In addition, it says it's a neighborhood but categorized as a world. Another thing is that this page isn't linked anywhere but the talkheader template makes it linked...
