Both Bianca and Lilly-Bo have townie siblings, but Marina does not. Maybe that's just because you cannot make service NPC's that are family related to sims living in the town. The only way to still have the original paper-girl in town (like Cora Francisco) is to befriend Cora right away, then after 7 simdays she will be a teen & she will be a townie. And you can invite her over to move in. Same for all other service NPCs.
So i guess Seraphina was suppose to be the sister of Marina but you cannot make NPC being related to playable sims. And IIRC Bridgeport is the first town to have townies be related to playables. No i'm not including TS2 Pleasantwiew Bella because she's in the DefaultNPC household when wiewed with CAS, she's not in the Bennett (or homewer Marisa's last name is spelled) household with Goopy, Sandy, & co.
