Some fans, like the folks from SimEchoes [http://www.simechoes.org/simechoes1/maxis/homes/lot10/starter/starter10.html/] seem to wrongly identify the North American designs as redesigns made for Deluxe Edition, which could mean Deluxe and later Deluxe-based compilations (Mega Deluxe and Complete Collection, for example) always installs the American Neighborhood even on other regions. But since I haven't come across an European Deluxe Edition CD, I can't confirm that.
