Actually, you can ressurect Tiffany. Tiffany is a SimPE sim so she can be ressurected by many means. 1 one way is to use Boolprop (though she has been known to crash your game). 2 is to use Ressurect-O-Nimitron. 3 is to get her character file from SimPE. 4 Use the PT-Hack (though it is known to cause several problems in the game). You can't actually resurrect Tiffany Burb. Her character data was deleted like most pre-made deceassed Sims. If you want to bring her back, I advise you to check [http://sims.wikia.com/wiki/Resurrecting_tips#Resurrecting_Sims_with_no_character_data this page] out. Hope that helps.
