:::::::Yes, the "Tutorial" neighborhood is one neighborhood. All tutorials take place in different lots in the same neighborhood.
:::::::Also, if you delete the "Tutorial" neighborhood from your Documents\EA Games\The Sims 2\Neighborhoods folder (not the C:\Program Files folder!), it will regenerate, whereas if you delete the other neighborhoods, they will not regenerate on their own (You either have to delete the whole Neighborhoods folder, or go into the C:\Program Files\EA Games\<EP Name>\TSData\Res\UserData\Neighborhoods folder, copy (not cut) those files and ferry them over to the Documents folder). I bring this up in order to prove that it's a unique neighborhood, unlike the other neighborhoods. :I was wondering the exact same! I don't know if it does work. But you could try the glitch that triggers. Or via SimPE. As I've played with some NPCs too while messing around with tutorial.
