2) Move the household into any lot. Once they have a place to live, go to "Edit Town."
 
3) Click on the household you just made and give the "Split Household" option.
 
4) Seperate the adult from the teen(s) and make them move on their own.
 
5) See the adult sim you just made on the clipboard (the box on the left side of the screen)? Click on that sim, and delete him/her.
