The Monument is the final location after completing the missions in division 47 where you find Dominic Newlow and all of the objects that you encountered in past locations such as Roberta and your car.

Mission

Dominic explains his evil plan of taking over Strangetown and later the world. After he explains his plans your objective is to disarm all of the parts of his weapon which include: Turning off Roberta's Brain, Disarming the Power Motor From your Car, etc. After doing these tasks his plan of controling your mind with his plumbbob brainwasher will fail. In the scene, Dominic is under the control of the plumbbob so you must fight off the plumbbob, thus saving Strangetown.  [confirmation needed]

Aftermath

After defeating Dominic, you gain access to the monument where you can change your aspiration anytime you want to with one of the machines left over and talk Oscar del Fuego, the mechanic. This place can visited only by teletransport, if you gain in the Secret Sublevel of Division 47.
