You don't need to create a template to become an administrator, or to make complex edits either. You have to show understanding towards how the wiki works, make edits that you think will be best for the wiki, partake in community discussions which involves the future of the wiki, and on top of all of that, you also need to use the rollback tool which was given to you, out of trust and commitment. Joseph, I believe you have completed these tasks during your time here, and I feel you are ready to become an administrator. You have proven you can use tools properly, and can easily edit a page. The edits may be minor, but you can work on that in the future. I was hesitant during your first request, but I believe you have proven wrong and are quite capable of becoming an administrator.
