One of the many Enthusiasms included in the FreeTime expansion for The Sims 2. High Tinkering enthusiasm allows a Sim access to the Will's Garage secret lot.

Many objects such as the bath, dishwasher and workout machine now have the tinkering option to them now, whcih allows your sims to pull out a spanner and have a play!
