For the record...

1. Your block was reduced to one month and you still caused disruption, hence your permanent block. You then used this account to evade your block and possibly this one too, seeing as it was active at around about the same time you trolled on IRC.
2. I know that you have access to a 92.12 range on TalkTalk and this range on BT.
