Hi. Anonymous users ''are'' allowed to contribute (more than welcome to, actually), but they just can't create fanons, because we need them to be attributed to at least one author. Since an IP address (which identifies an anonymous user) can change, we can't know for sure that the same IP editing is the same person. It also causes issues when the initial author has their IP changed and it's impossible to know for sure if they're the same person.
