No the age restriction is restricted to registered users only. Since unregistered users don't have established identities, and since the Wikia's Terms of Use guidelines state that all users must be 13 years or over to register on Wikia, it does not apply to users who aren't registered. On top of that, some IP addresses are shared between several users, and some IPs are dynamic and change owners overtime, so if there was a restriction prohibiting the use of underage IP editing, such a restriction would be highly problematic.
