The Sims 3 and its expansions are pretty complex games, so glitches are unfortunately somewhat common. EA does do a very good job of quickly fixing these problems in downloadable patches (in typical fashion, these glitch-fixes are often riddled with glitches which make them hard to install) but it can be annoying. Apology accepted and I'm happy that you have realised what you did wrong. :)
As for your question, anybody can vote in the battles, even with an IP (as long as they're not doing it to vote multiple times for one thing). We do imply the AGF rule for most situations and even though you did change the battle in good faith with your IP, you had ignored warnings and used your account for the same thing - hence your block.
