Berkeley Clodd is an Urb residing in Miniopolis. He is a bit of a conman and committed a crime with Giuseppi Mezzoalto.
He gives the player one of the early quests in the game; attending an Auction and buying a Shrunken Head. After giving him the item, he rewards you with a hoverboard to use.
