It is possible that he could be Edward Jones of The Sims, however Roaring Heights does not necessarily take place in the same 25 year prequel time-frame (relative to The Sims) as Sunset Valley, since the presence of the Capp family seems to imply it takes place a little later, around the same time as The Sims. Also, he has blond hair while the Edward Jones from The Sims has red hair.
