El Bandito is a NPC raccoon that was added in Unleashed. This raccoon will appear randomly at night and will raid the garbage can, causing a mess and waking up any Sims (human or pet) who are sleeping.
Adult Sims can call Animal Control, which will send someone to remove El Bandito. If you want to save Animal Control's 20 simoleon fee, you can have a Sim try to shoo him away. Kids can shoo El Bandito, but you'll see the "Missing Animation" bubble when they do. A dog may - or may not - decide to fight El Bandito. If the dog wins, the raccoon will leave.
