Set in Bridgeport, a large city on the east coast of the United States, Oliver Moore is an agent with the Bridgeport Intelligence Agency. The death of a colleague results in Eloise Clark joining the agency as a replacement. Oliver and Eloise develop a connection as they undergo several high-stake missions. Oliver eventually crosses paths with and makes a dangerous enemy in Nick Alto, a business titan.
Oliver Moore: An agent with the Bridgeport Intelligence Agency. Years ago, he experienced a tragedy in which he lost his wife and son in a fatal incident. He later moved to Bridgeport and has put his past behind him. He is fired from the agency at the end of the second season and starts his own private investigating business at the end of the third season.
Eloise Clark: An agent with the Bridgeport Intelligence Agency. A transfer from Detroit, Michigan, she proves to be one of the agency's most capable assets.
Nick Alto: C.E.O. of Alto Industries. He is an extremely wealthy business mogul who resides in a penthouse in Bridgeport. He is actively involved in endorsing political figures. He finds himself under investigation from both the agency and the FBI for a slew of charges.
Vita Alto: The wife of businessman Nick Alto. In the fourth season, when Nick is placed on house arrest, Vita takes it upon herself to carry out Nick's dark deeds.
Julie Baker: Brock's replacement and the new director at the agency.
Steve Pearce: The mayor of Bridgeport. He is approached by Nick Alto regarding a possible run for governor in the next election. In the second season, he is running for governor. In the third season, he goes on the run following his association with Nick Alto.
Brock Jacobson: The former director of the Bridgeport Intelligence Agency. He is close with Mayor Steve Pearce. Starting in the second season, he is running Steve Pearce's campaign for governor. He returns to the agency at the end of the second season.
Recurring characters
Jenn Heath: A technician with the Bridgeport Intelligence Agency. For several months, she has been engaged in a relationship with Oliver. (Season 1)
Scott Abbott: Eloise's personal physician who becomes a suspect in an investigation. (Seasons 2–3)
Dean Caldwell: An FBI agent who is assigned to investigate an allegation against Nick Alto. (Seasons 2–3)
Nancy Landgraab: A business mogul who crosses paths with Nick Alto. (Seasons 2–3)
Bert Alto: Brother of Nick Alto. Years ago, Nick let Bert take the fall for tax irregularities occuring at Alto Industries. Bert currently resides in Twinbrook and expresses hostile feelings toward his brother. (Seasons 2–3)
Arthur Morgan: Captain of the FBI precinct in Bridgeport. (Seasons 3–4)
Robert Moore: Father of Oliver Moore. (Seasons 3–4)
Tom Wordy: A hip-hop superstar who requests Oliver's help. (Season 4)
Lance Bauman: Attorney who is leading the prosecution against Nick Alto. (Season 4)
Samantha Bell: Paralegal working for Lance Bauman. She is blackmailed by Vita Alto to feed them information from the prosecution. (Season 4)
Christina Warren: Oliver and Eloise's new neighbor. She becomes good friends with Eloise. (Season 4)
