Harley Penn is a Sim residing in Willow Creek, one of the worlds in The Sims 4.

Harley is living with his best friend, Kyle May. He is doing his best to help Kyle get back on his feet. Kyle is a widower who needed help getting money, because he started having problems after his wife died. Harley has been dating Jacqueline "Jacky Lu" Luna. Him and Jacqueline Luna have been together since their early high school years and still remain boyfriend and girlfriend today.

Harley is a Young Adult, just some days away from becoming an Adult. He has the Athletic - Bodybuilder aspiration, and is in the Athletic career as a Dance Team Captain @ Level 4. He is best friends with Kyle, friends with Eric Lewis, Alice Spencer-Kim, and Olivia Kim-Lewis whilst being acquainted only with Vivian Lewis and Dennis Kim. He dislikes Nancy Landgraab and Malcolm Landgraab, but is friends with Geoffrey Landgraab and Johnny Zest. He is deeply in love with Jacqueline.
