In New Year's Bash, your Sims and the guests will autonomously make ruckus and noise. Sometimes other Sims will react to it. At 11 P.M., the Father Time will arrive. He will be standing on the sidewalk, so you need to call him over. The only interaction available for Father Time is talk... and call over, no matter how close your Sim is to him. Around midnight (24 P.M.), he will start making ruckus. All Sims will join with him. After a while, he will turn into Toddler New Year. The Toddler New Year can do interaction like Adult Sims even though he's a Toddler. He will fade away shortly and disappear just before your party ends.
