If a Sim on a community lot has a grave in inventory, you should be able to click on the ground and tell the Sim to put the grave in that spot.
It sounds like you already have some serious corruption. At the very least, you may need to manually delete your Pleasantview and Strangetown, replace them from the templates, and start over. The templates are here:
Program Files\EA GAMES\The Sims 2\TSData\Res\UserData\Neighborhoods
and the neighborhoods themselves are under My Documents or Documents (depending which one you have) in
EA Games\Neighborhoods\
Pleasantview is N001 and Strangetown is N002. Be sure you copy the templates, rather than move them. (If you do click-and-drag, hold down the Ctrl key while dragging.) If that doesn't help, you may need to reinstall. Dharden 15:16, July 12, 2010 (UTC)

I hope it helps. Keep in mind that if one of your neighborhoods is corrupt, you'll still have problems with it if you put it back after uninstalling and reinstalling the game. Also, don't forget to back up your Downloads folder. Dharden 20:21, July 12, 2010 (UTC)
