His name may be a typo, as "Frances" with an "e" is a woman's name. Maxis probably intended for him to be named "Francis," as he is referred to in his household description. Despite the description saying he is rich, he only has about 950 simoleans in the bank, which is considered poor. It can also be very diffucult to have children with him since the children will inherit the "III" in his name.
