Jay Phillips is one of the pre-made townies in Sim State University from The Sims 2: University. He can be made playable by marrying him or asking him to move in.
Like most pre-made townies from University, Jay's skills are usually randomized at the start of the game. He has the same facial structure as Donte Shaw.
Jay's name is randomized when Sim State University is generated. The name "Jay Phillips" is only referenced in the game files.
