The Love Tub is an aspiration reward. It costs 20000 aspiration points. It is meant to increase relationships among Sims. Sims can also WooHoo and "Try for a Baby" in the tub (Click on the your Sim's lover, click cuddle, then woohoo or try for baby)

The Love Tub's special properties last for four hours. After that time, it functions as an ordinary hot tub.
