Rod Humble is an NPC that is introduced when the FreeTime expansion is installed. When the player firsts plays a lot (or return to a lot after installing it), he makes a brief visit around 10:00 Am if you just started and leaves a wrapped package, which turns out to be a computer. The computer comes with an "Easter egg": it contains an official, previously unreleased video of The Sims 3.
He is the Sim-version of Rod Humble, one of the producers of The Sims 3.
