The Kenspa is a new vehicle introduced in The Sims 3: World Adventures. It functions like a small car.

The Kenspa can only be purchased from market lots in Champs Les Sims or Al Simhara. It is not available for purchase in Shang Simla(because bikes is the only available transport in there). It resembles a 1970s Piaggio Vespa, and it can't be parked in any parking spot.
