Sim City is the town in which all of the games in the Sim Series are based in. This is also where the services come from. Buy Mode items are also apparently made there as well. When the pizza man was first introduced in The Sims he mentions that the pizza will take thirty minutes. One can then deduct that the neighborhood is roughly thirty minutes away from Sim City.
