The reason for the Grim Reaper's voice being that plum default male voice is because of the fact that the game generates him as an NPC, and the Worlds/Towns do not have him "built-into" their file. Any newly generated Sims all share the same annoying default voice. This goes for all NPCs and Townies generated by the game over time.
 
Only by using the Mastercontroller mod can one fix the voice of the Grim Reaper to something more apppropriateappropriate (Male Voice 3, set to the lowest pitch), whilst making sure he doesn't wear the incorrect clothing by deleting all outfits except for his "Everyday" one. Talk about lazy programming... Thanks EA... :Still, his voice should stay deep when he moves in. It's a shame the programmers "forgot" to add some kind of voice diversifying variable for new townies. It becomes extremely jarring to hear the same voices over and over; even if it is just an NPC burglar.
