So it's not induced as soon the Sim sees one. Its an interaction like "Talk" for example. If a Sim wants to talk to another person while that person is doing something else its waiting on queue. But I noticed that they do run away from the ghost after being scared though. Anways, ghosts only use "Be Spooked" interaction only if they want to. Not because I Sim sees them.
