From what I've experienced, I'm pretty sure if a fresh neighbourhood is started, it won't stop the game from regenerating redundant social class townies, as least if there isn't already a really high population of social class townies and townies. For example, in Desiderata Valley on my granddad's PC, the game won't regenerate redundant social class townies, unless I explicitly tell the game to do so.
 
Whereas when I start a new neighbourhood to test something out, I look in the package files of the newly created neighbourhood, and I always find that a few new social class townies have been made, even with the mods installed.
