A Swing is a playground object, available in The Sims 2 and The Sims 3. Swings can be used by any Sim, child or older. When swings are available, Sims will often autonomously go to swing on them, or to push another Sim who is using them. At least in The Sims 2, this is particularly true for selectable Sims on community lots, as they tend to head for the swings whenever they have nothing else to do.
