After translating the text that came with the newsletter it's revealed to be mostly filler text from the Lorem Ipsum passage. The second bulleted line is just random letters and some words have had extra letters added to them eg. proid(ihnbvnnc}ent and labo(gui)re. There is no actual coded message.
As for simlish language in Sims 4 the characters still speak in simlish but some of the written simlish is completely different from the known simlish alphabet.
