Calls can be made from active to inactive Sim or vice versa, which last an hour or two.
Like previous games, a telephone curfew is enforced from 12AM to 6AM, during which any calls are rejected. However, there does not appear to be any effect in relationship if such a call is made. Calling a Sim who is currently at work will provide the player with the time that they should call back. Services can be called at any time of the day; however, the caller must be on their home lot or the option will be greyed out.
