Eh, no problemo. Those welcomes are actually automatically sent by the Wiki by the latest admin to edit (is a list of admins).

1. Well, there's a lot of stuff you can add to a user page to make it look good. Do you want a userbox (the things on the right (usually) that say how many Sim games people have)? Or do you want the background colours (a border and the inside different/the same colours)? Or do you want an info-box (the thing that has a picture, says what age you are, says your hair colour)? I spent a lot of time on my user page, and I just used Picnik to make the image that says "Bleeh" (just wrote Bleeh on a white background). I also made the thing that has my appearance in the different Sims games using Picnik, and of course the Sims games.
2. Those are called talkboxes. I can make you one if you like, but first you have to choose an image you want (a drawn one or you can request one that's not drawn yet (of Rose Greenman or something) at Troisnyxetienne's page, but she's sort of inactive because she recently lost her grandfather. You can also use any image on the wiki, and I'll change it to the right size).
3. There's 2 levels of administration (3 if you include rollback). There's sysops (first is rollback if you include it) which can block users, delete and/or protect pages, etc. Then, there's also bureaucrats, who can do all of that plus grant user rights (make other users rollbacks, sysops, and bureaucrats). Ok, I'll make you one tomorrow (sorry I'm pretty busy now). If you want to add those userbox box things first add {{Userboxes}} and add the box thing {{user female}} as an example, then after add {{Userboxesend}} when you are done adding the boxes.
