A city hall is the chief administrative building of Sunset Valley and Riverview in The Sims 3, It's also a main landmark in the towns.
Where Sims can get a job in the Political Career (therefore the workplace of the Leader of the Free World), take a charisma class, and can tour city hall.
Sims can WooHoo here but they might get caught by the security and be asked to leave.
Sims can change their name (both first name and last name) in city hall.
Household/lot name and description can not be changed here. Change them in "Edit Town" mode.
Sometimes, there may be a protest outside of the city Hall (mostly when you first move in a household), in which your Sim can join in (though nothing will happen after it's finished).
The City Hall has been featured in many promotional videos and snapshots for The Sims 3.
