City Hall is the chief administrative building of Sunset Valley and Riverview in The Sims 3,
Where Sims can get a job in the Political Career, take a charisma class, sims can change their name (both first name and family name), and can tour City Hall.
Sometimes, there may be a protest outside of the City Hall, in which your Sim can join in.
