Elliot Nest is a pre-made Sim, living in Roaring Heights. His biography states that he has always been on the side of good who can't stand crime, and is now investigating the suspicious manner in which Michael Dandy amassed his fortune. Despite knowing and being suspicious of Michael Dandy, the two do not know each other at the start of the game.
Elliot is currently employed in the Law Enforcement career as a Vice Squad. He starts with 5 skill points in Athletic. Outside of his home, he is friends with the local mailman Clifford Moore and babysitter Catherine Kramer. He is also acquainted with May West, Samantha Cassat, David Morgan, local townie Margaret Lewis, Clark Houveir and his boss. He is a reference to Eliot Ness, an American detective. They have very similar names and appearances. He may also be a reference to Joseph Shea (AKA Carl Hanratty), the FBI detective from Catch Me If You Can, as his rivalry with Michael Dandy is similar to Carl's rivalry with Frank Abagnale, Jr.
