Hal Breckenridge is a local womanizer living in Riverview. He works as a Desk Jockey in the Law Enforcement Career. Hal doesn't want to settle down. He thinks he has looks to melt an iceberg, has a semi-sweet pad, and the coolest job in town. He is best friends with George Dean but doesn't know anyone else suggesting that he may have moved recently.
He has similarities to Don Lothario and Hank Goddard.
