Hester Primm is a Sim from The Sims: Bustin' Out and the only librarian in all of SimValley. She is also the only self-appointed, mannerly, and etiquette guru.
After talking to her, the player learns that the library shut down due to a book worm infestation and from sims not turning in books. In order to open it back up, the player has to return the books and to read her cookbook, which was not as successful as she had hoped.
