She aspires to Pleasure and is born under Libra, making her quite lazy but very social. She has no skills and is interested in Travel and the Weather. She is identifiable by her short black hair, white and black hat, red sweater, and blue jeans. She looks like Tara Kat.
Being a Townie, she can be met Downtown, randomly appearing on community lots. She can be made playable by sending her to college or befriending her and having her grow up with a teen Sim. Of course, you could also cheat.
