Nylissit Tricou once lived Downtown with her extended family. She and the rest of her family have all died by the beginning of The Sims 2, and Nylissit is buried on the opposite side of the cemetery from her husband at the Gothier Green Lawns.
Nylissit has memories and personality points, that something uncommon to pre-deceased Sims. She was most likely meant to be playable.
Resurrection tip
This Sim can be brought back to life using in-game mechanics such as the Resurrect-O-Nomitron from The Sims 2 or ambrosia from The Sims 3.
