Phoebe Twiddle is a Sim residing in SimValley in handheld version of The Sims: Bustin' Out, and on its sequel The Urbz: Sims in the City, she is an Urb residing in Miniopolis.
The Sims Bustin' Out
In The Sims: Bustin' Out, she was a cashier at the Nicki Knack's Bric-A-Brac trinket shop but cannot be socialized with as she only sells items.
The Urbz: Sims in the City
Following the events of The Sims: Bustin' Out, she then moves to Miniopolis and opens her own shop where Ava Cadavra serves as its cashier.
If the player asks her about SimValley, she will mention that she sometimes misses her farmer boyfriend. She is possibly reffering to Uncle Hayseed, who was the protaganist's uncle in the previous game.
