Tea was originally introduced in The Sims: Makin' Magic.

Colonial Duties Tea Set
Relax and sip away in ecumenical pleasure as you slowly breathe in the hot vapors of five hundred years of taxes, war, and tyranny. Empires may come and go, but the tealeaf will live on forever. So sit back secure in the knowledge that the warm beverage of the empire is free to all, that is, as long as there's enough to go around...
Life moving too fast? No roses around to stop and smell? Now you can take a break from your all-too-quick lifestyle with the Tea Time Table. The Tea Time Table is carved from the finest Chinese wood and is at kneeling height, bringing a sense of equality to all those who choose to partake in the subtle art of tea drinking. Rest upon your knees and let the conversation and tea flow.
Tea returns in The Sims 2: Bon Voyage and can be found on various far east lots as well as the Pagoda in the Shadows, home to the Wise Old Man. Drinking tea will reward the Sim with a Vacation memento. Serving Tea to the Wise Old Man will make him tell the playable Sim the Dragon Tale, which Sims can tell to other Sims in order to earn another Vacation memento.

The Sims 4
Tea Magic Personal Brewer
Brew all your favorite teas at the touch of a button. Includes handy features like a programmable timer, cup and pot settings, lemon twist and a spoonful of sugar option.
In The Sims 4, tea can be used to achieve various emotional states when drunk. It functions similarly to coffee, but does not stave off loss of energy. There are six types of tea in the base game and two introduced in Spa Day and Cats & Dogs. Tea can be brewed with the "Tea Magic Personal Brewer", which can be purchased in Build Mode for §275. Brewing once grants 3 cups of the chosen tea type, and it will, like any other perishable consumable, spoil in 10 hours after being brewed.

The tea names are references to actual tea, in the real-world; some have an altered name, while others have the actual name in-game.
"Earl Grey, Hot" is a reference to Star Trek: The Next Generation in which Captain Jean-Luc Picard would ask the replicator for Earl Grey tea with such a quote. The confidence boost may also be referencing the character's status as Captain or to "Boldly go where no one has gone before" ("Bold confidence" are the words on the buff)
