Problem files

Generic cutesy images/smileys from the web. They're not fair use and they might be copyrighted. Ask user where they got it. Public Domain?
Images of real people. If they're not recognizeable celebs they may be the user himself or friends/family. Ask user to define license.
Non sim-related drawings, scans etc. Might be created by the user. Ask if they made it and to define license.
Non-sim unused user files not violating copyright. Delete them?
Images of unrecognizeable sims.
Images of premade sims after user gameplay.

Better search

Add 'tags' via categories 'Category:Tag fishing' or custom namespace 'Tag:Fishing'
Rename file names.
Popup image insert only searches filenames.
How to keep people from tagging normal pages? 'Category:Image Tag fishing' ???
