Witty Washout is the janitor on some Magic Town community lots. When using the default lots, he appears in Clowntastic Land and Coldwind Meadows.
He is a clown that looks very much like the Tragic Clown, though he is not a menace to Sims whose moods drop. Like all janitors, he ignores other Sims, and gets on with his job.
He has no interactions whatsoever, as he is just a service Sim.
