The Human Statue is an NPC that can be found in Central Park. He moves ever so slightly every few moments, and Sims can watch him, but there's no other way to interact with him.

His outfit can be found in CAS using cheats.

This NPC is not to be confused with the golden human statue which a Sim dies by Transmutation.
