The Rip Co. Little Baker Oven is a skill toy in The Sims 2 and The Sims 3 that only children can use.
Children build Cooking skill by using it. In The Sims 2, it builds Cooking skill like a normal stove. In The Sims 3, it will not raise a child's Cooking skill higher than three points, and those points will not be visible until the Sim starts skilling in Cooking as a Teen or older.
