Victor McClellan is a pre-made downtownie in The Sims 2: Nightlife. He can be made playable by adopting him or aging him up and marrying him or asking him to move in. Victor is a C student in public school and is mainly interested in Paranormal, Entertainment, Animals, Toys, and Sci-Fi.
His name is randomized when Downtown is generated; the name "Victor McClellan" is only referenced in the game files.
Victor McClellan has the lifetime want to become Mayor. All downtownies, including the pre-generated children, have lifetime wants. Usually, children with lifetime wants are a sign of problems in a neighbourhood, but there are exceptions; some, like the children from neighbourhoods like Desiderata Valley and Downtown, are pre-programmed with these lifetime wants.
