He is probably meant to be playable, because he recognizes his [[Goneril Capp|sister-in-law]]´s children as nieces and nephews and vice-versa. This is impossible without editing, as he is relative by marriage, and it only happens with living Sims. Another hint towards this is that he is created with the rest of Capp family, with his wife (he is 5th Sim made in Veronaville, living Sims are usually created first, and dead Sims are created afterwards).
